New rules will strengthen the battle against illegal employment. From 1 January 2025, foreign service providers and their employees will be required to show valid identification papers. From 1 January 2026, companies must upload more documents when registering services in the Foreign Services Register.

In an increased effort against illegal employment, new rules will be applied to foreign companies that provide services in Denmark.

Passport or problems

From 1 January 2025, both the Danish Agency for International Recruitment and Integration (SIRI) and the Danish Working Environment Authority might ask service providers and their employees to show valid identification papers. If this is impossible, the authorities can issue orders or contact the police. Companies risk being fined if they do not comply with the order.

From 1 January 2026, companies registering services in the Register of Foreign Service Providers (RUT) must upload copies of the service agreement and employment contracts if the employees are from third countries. If companies fail to upload the documents, the authorities can issue orders or contact the police. Again, companies can be fined if they do not comply.

IUNO’s opinion

The rules are part of the political agreement on increased efforts against social dumping and will ensure orderly conditions for Danish and foreign employees.

IUNO recommends that companies inform their employees that they must always carry valid identification papers when they work. From 1 January 2026, companies must also remember to upload copies of service agreements and employment contracts.
